The short answer
Turn data roaming on for the Travel line only when the exact provider instructions require it. Keep it off for Home unless the home plan explicitly includes your destination. Then select Travel for mobile data and disable automatic data switching. If Android does not give you clear per-line control, disabling Home is the conservative choice.
1. Why can a travel eSIM require roaming?
A travel provider may not operate its own radio network in the country you visit. Its eSIM registers on a supported partner network, so the phone can treat the connection as roaming even though that partner access is the service you purchased. Turning roaming on does not create a second provider bill by itself; the package terms decide what the travel plan includes.
This is why providers publish package-specific setup instructions. Saily currently instructs users to enable Data Roaming for its eSIM before travel. Airalo says some eSIMs require it and directs users to the Access Data or Connect to a Network section for the purchased plan. Other packages may instruct you differently.
2. Home and Travel are two separate billing relationships
Enabling roaming for Travel under its included partner-network arrangement does not mean the home carrier also includes international roaming. Home can still generate charges if it becomes the data line, switches in automatically, places or answers calls, sends messages or handles voicemail under the carrier's terms.

Follow the purchased plan's roaming instruction for Travel
Keep Home roaming off or disable Home if the controls are unclear
Turn off automatic cellular-data switching
Test with Wi-Fi off and check the provider usage page

3. iPhone: roaming can be controlled per line
- Open Settings → Cellular or Mobile Data.
- Tap Travel, open its data options and apply the provider's Data Roaming instruction.
- Return and tap Home. Keep Data Roaming off unless the home carrier confirms coverage.
- Open Cellular Data and select Travel.
- Turn off Allow Cellular Data Switching.
Apple documents line-specific roaming controls on Dual SIM devices and warns that roaming can incur carrier charges outside a plan's covered region. Clear line labels are more important than the status-bar icon because both providers can appear active.
4. Pixel: review the selected SIM before changing Roaming
- Open Settings → Network & internet → SIMs.
- Select the Travel profile.
- Turn on Mobile data and set Roaming according to the provider's instructions.
- Return to SIM preferences and confirm Travel is the default mobile-data SIM.
- Review Home separately or turn it off if you cannot confirm its international pricing.
Google says available settings vary by phone and Android version. Its Pixel documentation shows mobile data, roaming, network operator and APN controls under SIM settings, and only one SIM can be the default for data.
5. Galaxy: use SIM manager and Mobile networks together
Open Settings → Connections → SIM manager, make Travel the preferred mobile-data line, then open Connections → Mobile networks to find Data roaming. Galaxy wording and whether a control is isolated per SIM vary with model, carrier and One UI version.
If the phone exposes one roaming switch and both SIMs remain active, do not guess that Home is protected. Disable Home for the setup test or ask the phone manufacturer and home carrier how that model handles the setting.

6. Verify which line is actually carrying data
- Turn Wi-Fi off.
- Open a lightweight webpage or maps.
- Check that the provider app shows the plan as active.
- Look at the phone's per-line mobile-data counter.
- Check the home-carrier account for any new roaming activity.
A signal icon only shows network registration; it does not prove the correct line carried the data. If Travel has signal but no page loads, check activation, coverage, APN and network selection in our reversible troubleshooting sequence.
- Confirm you enabled it on Travel, not Home.
- Confirm the package includes the current destination and partner network.
- Keep automatic data switching off.
- Monitor both the travel allowance and the home-carrier account.
7. What if the home carrier shows a roaming charge?
Stop further use first: disable Home, keep Travel selected for data and take screenshots of the phone's line settings and carrier account. Then ask the home carrier which event generated the charge—data, a call, a message, voicemail or a daily roaming pass. Turning off data roaming does not necessarily block every billable voice or messaging event.
Do not change multiple settings and delete profiles before preserving evidence. The travel eSIM provider can explain its line, while only the home carrier can explain the home account's charge.
Common questions
Does an eSIM need data roaming on?
A travel eSIM often needs data roaming on because it connects through a partner network, but the purchased plan's instructions are the authority. A domestic or local-carrier eSIM may use different settings.
Will enabling roaming make the travel eSIM more expensive?
Not when partner-network roaming is already included in the purchased travel package. Check the package terms; roaming charges belong to the plan and provider, not to the switch alone.
Can I leave roaming on after I return home?
Turn the Travel line off and restore Home as the data line. Review Home's roaming setting rather than leaving an unnecessary configuration active.
Why does the provider say roaming must be on?
The eSIM may be using a partner network outside its home network identity. The phone needs permission to pass data over that partner connection.
